We have a Seawall failure at 5606 Seagrass Place. I have reached out to our CDD Lawyer for some guidance. It is apparent this is an Emergency situation and I have no problem stating it as such. As the Seawall Liaison I have sent out emails to Land & Sea Masters, Foundation Masters and Tampa Bay Marine construction companies thus far to please come out and assess the damage. I asked them to provide cost estimates, however in my capacity I cannot unilaterally enter into a contract with them, and told them as such, but at least this gets the ball rolling.
The Pictures speak for themselves that apparent piping is the issue: so I would like to reach out to the riprap proponents, I know we want a cost effective solution, However riprap would not have stopped the piping. This is now the 2nd known piping occurrence on Seagrass after Langon told us this would not happen at all, then said it was isolated. I would like to point out I also witnessed apparent piping on Skimmer Drive; when the water left the canal because of Hurricane Irma, the berm was exposed a good 13-14 feet from the wall, yet water was flowing from the seawall into the canal across the berm, which is typically a good indication of piping.
Riprap cannot stop this phenomenon from happening and I would hate to see us find out after millions spent on it the hard way, however we know at the moment that we have estimates that a new wall is actually less expensive than the current riprap option, but I am also for awaiting the RFP process to work its way through. I hope to have an update from the Engineerng/Construction Firms soon.
