Seawall Forward Progress

Last Night the Board , and as your Seawall Liaison I am proud to say UNANIMOUSLY, agreed to move forward with a contractor for the remaining seawalls to be replaced in their entirety.

This is the motion I put forth in last nights Meeting held at Admirals Point.

I make a motion for District staff to negotiate a contract with __Dock Solutions__ for the design build services for the Phase 1, 2 & 3 seawall reconstruction including the four emergency lots, which provides for an initial phase or phases to be constructed and reviewed by the District before deciding whether to issue a notice of proceed for the remainder of all Phases.

 

Three contractors put in bids.  Hecker Construction, Land & SeaMasters and Dock Solutions.

Cardno, our District Engineer, put in a  lot of time and effort tracking down every reference they all provided, going over all their drawings, in person meetings, job site visits, bonding capabilities, license, insurance, pricing structure and breakdown, Phases break down, including retention ponds and restrictor areas…. on and on.

All 5 supervisors were given Cardno’s assessment of their findings, this included but not limited to areas such as:  Experience, Personnel Equipment, Scope of Work Concept, Financial Capacity, Pricing, Repair Solutions and an Overall recommendation. In a nutshell Cardno found all 3 Contractors Viable.

So what does this motion mean?

All three phases are voted to get a new seawall, Section 1, Section 2 and Section 3 (aka Pocket 101)

Dock Solutions was picked mainly b/c of pricing, and those there last night heard they were Millions less.

 

YES with an “M”  …. (Dr Evil voice!!) ….Millions.   

 

I also framed the motion this way as we have not worked with this contractor before and need to see that the contractor can deliver as represented. This gives Cardno the ability to make sure the contractor will live up to everything they represented in their bid; for an initial build out of a yet to be determined number of linear feet; most likely somewhere between 500-1000 feet starting with emergency lots. This also protects the District (you, the neighborhood)  should there be a concern by Cardno during the initial phase.

 

Whats left to do?

Staff has been directed to negotiate the contract with Dock Solution’s and bring it back to the board for our approval and signature. In which once signed will be the beginning of getting the seawall saga to a completion.
