Items discussed are as follows:

  • I asked that EPC be notified prior to commencement of future work.
  • Prior to starting construction in a new phase/section, a meeting should be scheduled to discuss expectations with contractor/agent conducting the work.
  • To ensure no release of turbid water, double curtains were suggested. The curtain is still in place. There do not appear to be any concerns at the present moment. It was also suggested that to reduce the amount of turbidity, a pre-wash statin should be utilized or either pre-washed rock.
  • Size of rock utilized in test area is too small. There should be no rock smaller than 6”. We looked at several areas where smaller rock was utilized and it was agreed that in the future appropriate size stone would be installed. In order to ensure appropriate size rock is used, an appropriate sample size will be provided to the contractor performing the work.
  • It was noted that soil borings had been conducted and there is data available regarding the soil composition. While the soil in the canal system is not exactly the same, based on the soil borings you noted it is homogeneous and would be considered sandy – silty but not clayey soils. As such, the concern regarding maintenance of the 2:1 slope was acknowledged. It was expressed that the test site will provide additional information and that the 2:1 slope will be maintained according to the permit.
  • The use of the bedding stone was discussed. It has been utilized in only a portion of the test site and initial results indicate there is not a significant difference of compression with its use. As such, the bedding stone may not be utilized moving forward – pending additional data collection.
  • The process of hand placement of rip-rap around the mangroves will be improved in the next phase. You noted that the expectation was to place the rock in the boom and it was not to be dumped but moved one and a time and placed around the root system. There were areas where the branches were “laid down”. This is not to take place. We looked at areas with appropriate examples of hand placement that can be utilized to demonstrate expectations.
  • It was discussed that as similarly stated in the letter provided, EPC is not pursuing enforcement at this time as this is a test site. However, if non-compliance persists formal proceedings may be initiated.
  • The studies conducted to date have been provided to the CDD and presented at HOA meetings. It was noted that you have presented ~25 times before the board providing data and updates as well as answering questions of the residents.
  • At this time, there is no plan to conduct additional work. Data will be gathered at the rip-rap test site.
  • The CDD is determining the sites to be fixed next.

We are the design engineers for the Harbor Bay CDD bulkhead reconstruction project at the Mirabay Community in Apollo Beach, Florida.

 

Regarding the attached Compliance Assistance Letter, dated 7 July 2017 addressed to the Harbor Bay CDD, we would like to schedule a meeting with EPC staff, as recommended in the letter, to address your concerns for the rip rap bulkhead stabilization test area at 718/716 Pinckney Drive, Apollo Beach, Florida.
