Roving Patrol: Part 1

This is a Two part message to MiraBay about my proposal for a Roving Patrol.

Part 1: This below was my original conceptual idea from visiting other communities who implemented a Roving Patrol. Things have changed since then, but this was in one of the agendas some time back.

Part 2 will get into the crux of the proposal.

 

Roving Security Proposal

 The current budget has alien item of $75K that we funded for the State Troopers

  • Mira Bay has no say so in how they decide to enforce the laws
  • Very little say in where they patrol
  • Very little time is actually spent in Mira Bay in the overall scheme
  • Return on investment is minimal at best
  • Schedules are not confirmed
  • Calls are not returned
  • The month end reports are not accurate or missing information
  • Enforcement gathers warnings.
  • Invoice post three months after the services are rendered

Consideration to eliminate the State Troopers and replace with Roving Security personal.

 Personnel

We hire 2 people for coverage 365 days a year 8 hours per day

= 2920 hours @ $20 per hour = $58,400

12 hours=4380  @ 17 per hour = $74,460

Outside source? Through Rizzetta?  = less per hour plus higher rate of accountability and effectiveness.

 

Transportation

Ask Hillsborough to donate an old police car

  • Positives: In theory the car is free
  • Negatives: Registration, Insurance, Maintenance

Alternative:

  • Golf Cart ~ $10,000
  • Negatives are up front cost.
  • Positives are: lower Registration, Insurance, and Maintenance,

 

Outreach & Positives: 

  • Showing a presence at the Gates will help reduce gate strikes,
  • Faster reaction time to incidents at Boat lift and B-Ball court.
  • Trespassing at ponds and behind homes reduced
  • Can offer rides when circumstances warrant.
  • Report loitering and minimize nuisances
  • Provide transportation in the rain or for elderly to and from the clubhouse
  • Roving presence on the Mira Bay roads will potentially slow speeders.

 

 

Equipment:

  • Patrol clothing Identification
  • GPS tracker with historical reports
  • Mira Bay Patrol markings on Vehicle
  • Walkie talkie (inexpensive system) for all to be able to communicate
  • Smart phone, or tablet with app for scanning stations
    • (Tennis, B-Ball Court, Boat lift, the Parks, boat ramp, North & South Gates, Admiral Point and any other designated spot)
  • Email daily report to designated person
    • (this will show locations, times and have any incident reports)
